H**l yeah Joseph, you nailed it. I think only an ex-demolition race car would be lower on my desirable used cars list than a police car. Even an ex-NYC Crown Vic taxicab would score better. Except in some tiny or unusually miserly counties/police dpts where they keep their cars until they literally fall apart from old age there is no reason or incentive for cops to spare the vehicles. There is no rule of thumb but it wouldn't be unreasonable to consider each mile on a police car odometer to be the equivalent of 4 or 5 miles on a reasonably maintained private vehicle of same make and vintage.
A fire truck, on the other hand... now those are pampered! There is one in my town that dates back to the 1940's, looks brand new and has less than 1,000 miles on it (I asked). Mind you I have only seen it being used during parades lol

I have one grandson who needs a car. I have another grandson, who has been a deputy sheriff for several years and I mentioned to him about getting a cop car thru auction. He stated that they're usually beat to crap and he wouldn't have one. 'Nuff said. The other grandson is beating my pickup to crap!

Like Ken mentioned ex-police vehicles are not typically a good choice for a used car. As former hard-driven public property, they are not spared and looked after like personal vehicles usually are. Mechanics that work on them during the vehicles' service life know the cars are only used for a limited number of years so they don't waste taxpayers money on long-term repairs. For example a leaky head gasket will not be replaced, but "fixed" with chemical additives and then used until officers can't stand the smell of antifreeze anymore, at which point the car is sent to auction. Minor collision damage to the frame is often left as is, with only the body being repaired.
Obviously those cars have a very low resale value. I know some guys are drawn to "police pack" cars for the power boosts most come with but unless you're a handy mechanic AND you purchase the car at an auction at the very low price those vehicles usually bring in (a few hundred bucks), it is best to steer clear of them.
Since the dealer did disclose that it was a decommissioned police car, you cannot blame him for the car having more problems than a "normal" Crown Victoria of same vintage, just plain common sense.

How did the brakes perform during the test drive? Did the car smell like antifreeze during the test drive? Did you look at the tires prior to purchase? Were the rear seat belts in the car when you checked it out? What are the terms of the warranty?

I would like to comment more, but Ken covered it very well. Why in the world would somebody buy a police car and expect it to be perfect. 'Course, if they stopped selling these things to the public all the black kids in my neck of the woods would be back driving Hondas. Ugggh!

And, you expect this older, high-mileage, hard use vehicle to be trouble free?
What kind of warranty did this 8 year old car come with? What did the paperwork you signed say about the dealer doing any "free" repairs?
While, it's understandable that you're unhappy with the deal, your complaints are almost certain to go absolutely NOWHERE.
It appears you bought this car "as-is."
Live with it.
