Tracy Williams Paid $15,000 to start a Trucking Business and got nothing in return Atlanta Georgia

On February 10, 2015, I contacted Optimum Transport Network in regards to an ad on Craigslist.org in regards to starting a trucking company. Mr. Tracy Williams answered by request. I talked to Mr. Williams by phone several times. The ad stated a trucking company could be started for $45,000 and the company, Optimum Transport Network would obtain the necessary permits, paperwork, trucks/trailers. Three trucks/trailers and three drivers. Talking to Mr. Williams I asked if it was possible to start with one truck/trailer and one driver. Mr. Williams advised me that it was possible and the cost would be $15,000.
On March 31, 2015 I wired Mr. Williams; Optimum Transport Network the funds from Wells Fargo Bank. Over the next 4 months it would be diffcult to contact Mr. Williams to get an update on the progress of the permits and paperwork. When I was able to contact Mr. Williams there was always some excuse that he was still waiting for the paperwork and /or permits from the government.
In August I advised Mr. Williams that I was tired of waiting and requested a refund. Mr. Williams stated that it would be a month before the refund could be issued. It was agreed that on Sept. 25, 2015 a refund would be issued. I talked to Mr. Williams on Sept. 17, 2015 and at that time he advised a refund would be issued on the 25th of Sept.
Since the 25th of Sept. no refund has been issued. I have been unable to contact Mr. Williams by phone or email. I have called several times and left messages and have also sent several emails with no response.
I have also come in contact with five additional persons that have also been scammed by Mr. Williams, some as much as $55,000.
I am looking into filing charges and also filing a civil suit in an attempt to obtain some of my money.

Hello someone send me email other day saying saw tracy williams in houston. Forum park drive. Did you get you money back? This man also scam me too. I have his car license plate. Do you have phone number?

Hey man i took picture his license plates when i meet him in Atlanta i got email from someone told me tracy Williams staying SW Houston area this guy been talking whit tracy but i don't know his phone number.we need to catch him how to contact with you? What's your phone number? Or email?
