On March 6, 2014, I received a door-hanger solicitation in violation of Carrollton, Texas ordinances. I promptly engaged the solicitor who claimed to have not seen my two (2) posted "no soliciting" signs, one of which was only inches from his door-hanger. Shortly thereafter, I called the telephone number on the door hanger, 972-241-0053, and contacted “Madeline” of USA Window Cleaning and attempted to relate this unlawful solicitation event. Ms. Maxey seemed incapable of listening to my complaint, was rude and eventually hung up on me. The following day, I called again and attempted to speak with Ms. Maxey, requesting the business owner, but she hung up on me again. I called back about 10 minutes later and my call was transferred to a male who was rude, cursed at me, refused to identify himself, instead telling me I needed to attend "AA meetings" and threatening to call the police if I ever called back again, then hung up on me.
According to the Better Business Bureau website, USA window cleaning has an address of 14806 Venture Dr, Farmers Branch, TX 75234-2426 and performs residential window cleaning and gutter cleaning. The owner is “Jim Campbell” and the principal contact is office manager, “Madeline Maxey.”
According to public records, Madeline Carol Maxey's driver's license, number XXXXX932 shows her residence address is 4636 Ross Avenue, Dallas, Texas 75204.
4636 Ross Avenue is currently home to "The Dallas 24 Hour Club," an Alcoholics Anonymous meeting center and homeless shelter for "recovering alcoholics in need of transitional housing." http://dallas24hourclub.org/
A search of Dallas County criminal history records reveals that Madeline Carol Maxey, white female, birth date September 14, 1961, has been arrested and prosecuted for felony possession of controlled substance, DWI, two counts of felony attempted possession of controlled substance, failure to identify while a fugitive from justice, two counts of felony theft, and three separate counts of misdemeanor theft.
Apparently, Ms. Maxey is a thief, a drug user and an alcoholic. This seems to explain Ms. Maxey's extreme dysfunction in the face of a minor stressful situation and her inability to field a simple complaint about door-to-door solicitors. This may also explain the unidentified male's comments about "AA meetings." Perhaps this offensive, cursing individual believes everyone has the same problem (alcoholism) as he does.
On March 7, 2014, I did talk via telephone to someone representing to be Mr. Jim Campbell, owner of the company. Mr., Campbell was understanding, said the door-hangers would not be distributed in my Carrollton neighborhood, admitted that the solicitors are homeless-type people, apologized for the behavior of his office staff, and said there would be positive changes to his business in response to my reports.
Too bad for the owner of this business, Mr. Campbell, who (no doubt) is trying to give these people (solicitors, receptionist, window washers) a second-chance or a hand-up in life. These f--ked up employees are still making bad decisions and burning the business owner behind his back, making his business suffer. How dare these people, who are given a job by Mr. Campbell, to bring him shame, dishonor and trouble by cursing the potential customer while on the phone?!
According to Dallas County Clerk's records, as of September 9, 2010, USA Window Cleaning has an assumed name certificate on file, number 201000231739, with a registered agent, James Campbell, at 100 North Central Expressway, Suite 500, Richardson, Texas. The parent company is Contractor Referral Group, Inc.
According to Texas state government records, Contractor Referral Group, Inc. has a business office at 611 S MAIN ST STE 400, GRAPEVINE, TX 76051, was formed August 2, 1010, with Secretary of State ID number 0801300922 and state tax ID number 32042352339, and has since forfeited its existence due to non-payment of franchise fees as of February 12, 2012. The registered agent is James C. Campbell.
The above all means that if you use the services of USA Window Cleaning, you are dealing with a company employing drunks, felons and thieves, some of whom distribute door hangers unlawfully, some of whom curse, ridicule and threaten complainants, and whose parent company has been dissolved. If this company attempts to collect sales tax, they are likely committing tax fraud as their sales tax status is invalid due to the parent corporation being dissolved.
This is too bad for Mr. Campbell, a seemingly reasonable man, who is likely attempting to help those unfortunate individuals who will apparently not help themselves.
