You are not "still on the hook" for the charges. Have you contacted your telephone service provider (Verizon, etc.)? If not, you should do so immediately. They will remove the charge from your bill. They will advise you that the Third-Party may bill you separately, but you do not have to pay it with your current phone bill. Chances are the USBI/One Call COMM doesn't bother going after anyone separately; it looks like they just hope that there are enough people who do not look over their bills very carefully and just automatically pay the total printed on the bills.
