The OP must have just received a new Thesaurus or is trying out their word of the day calendar. As all I can figure that he means by "Surrogate" is others that are owned by "Stations Casinos". Which yes are "cheap" in more ways than one.
As for the Resort Fee as long as it is disclosed at Check-In it is your choice to accept it or not. But if the OP thinks that they are the only one in Vegas that charges a "Resort Fee" they are mistaken. Most, if not all, Casinos charge a "Resort Fee". Depending on the Casino it could be anywhere from about $10-$25+ per night.

I lived in Las Vegas for 7 years and never heard that term used. So, what exactly is a "surrogate" hotel?
And, how is the charging of SALES TAX a "rip off"? Hint: IT'S THE LAW!!
If the "resort fees" were not diclosed at time of check in, just dispute the charges on your credit card. Or, you should have just refused to pay them at time of check out!
But you are probably some derilect customer with no credit cards so you had to pay cash at time of check in, right?
Advice, you want "cheap", don't go to Las Vegas!
