Send them a letter (certified mail, return receipt requested) advising them that you did not order the book you received and you want them to send you a prepaid shipping label in order to return the book. CC the letter to the State Attorney General's office and your local District Attorney's office. If you simply "send the book back", they can claim they never received it and continue to attempt to collect. Getting other agencies involved just might get their attention. Good luck.
