The owner, Anthony, of Kirby Center of Pike County came to my house personally. He refunded my purchase amount 100% and picked up his product. This consumer is now satisfied.

If you purchased the Kirby at his normal business location, you are out of luck. The "3 day cooling off rule" primarily deals with purchases and contracts that are made in your home or at a location away from the seller's normal place of business. You can review the applicability of this "cooling off rule" and obtain information on what to do to cancel under this rule at the FTC website: http://www.ftc.gov/bcp/edu/pubs/consumer/products/pro03.shtm If you have documentation from this seller that clearly states that you have a 3 day cooling off period to cancel the sale, I would file a small claims against him for a full refund plus court costs.
